In the article the procedure of the analysis of institutional agrarian reforms on the south of Russia and its regions is proposed. The correlation, used in the procedure of analysis proposed showed that the process of transformation both in Russia and in YUFO is not yet finished, it is located in the stage of development and is characterized by strong volatility, which is characteristic for the transitional (unsteady) periods.
