Analysis of general level of development and intensity of external economic connections of Russian regions shows that there are no direct evidences of negative influence of high level of resource provision at economic dynamics. More reliable is hypothesis that social and economic lagging is the result of the consuming type of behavior preventing distribution of positive externalies from points of application of capital.
