The article deals with the issues of forming evaluation factors of the SES development. The authors dwell on methodical issues of evaluation and analysis of the SES development. They summarize foreign and Russian experience, suggesting to introduce three methodological additions to the existing practice: 1) using two main factors (personal income in regions, volume and personal GRP), 2) using both average and country values when comparing the SES state, 3) using distribution functions. This resulted in suggesting a common mechanism of the SES monitoring.
