Financial support fund is one of the main ways of budget stabilization. The article deals with the methods of its distribution and with the recommendations of improving the whole process. Evaluation of horizontal and vertical stabilization based on the results of municipal budgets execution will enable to analyze whether the municipal expenditure commitments are in congruence with the income, as well as to adjust the horizontal stabilization strategy. The suggested method will result in meeting the main transfer condition: stability of fiscal capacity ranks before and after granting. The suggested approach was tested in municipal units of the Krasnoyarsk territory.
