Methodology of definition of food security level

Appraisal of food security condition defines necessity of development of a system of objective standards and methods of its quantitative measurement at international and intra-economic levels as well as at the level of region, area, social population group. There are criteria and indicators to define food security at each level correspondingly.
     Criteria should express target qualitative guidelines set in accordance with initial and predictable situation (condition of problem) and indicators should express qualitative measure of approach to target guidelines.
     On the assumption of the fact that food security comprises three aspects: quantitative, qualitative and social and economic it is conceived that appraisal of the problem of food security should be effected within the framework of these aspects. The first one is sufficient food volume supply oriented and the second characterizes supply to people not only food but safe and quality food. The third aspect stipulates increase of profit of population and its separate groups until the level ensuring real (economic) access to food.
