In many discussions concerning the category “salary” in question is “labor remuneration”, “labor reward”, “material stimulation of labor”, “minimal level of labor remuneration” and other similar notions. Distortions of philosophical and economic notions about essence of the category “manpower” for benefit of terms “economically active, able-bodied citizens” and “total number of persons from 16 years old to the standard retirement age” resulted in diversion from fundamental notions of labor market as a commodity.
     The task of this research is building of a model of attraction of an employee into the process of conscious increase of output on the basis of development of the system of labor stimulation in case of which an employee chooses workload comparable with the price of his manpower.
     In the suggested article we tried to attract attention of the reader to the necessity of deep research and development during formation of economic metrology as a means to research the subject of economic science and as a means and a tool to convert reality.
