Projecting and management of scientific and research network of a regional innovation cluster

Increased interest to cluster approach in modern Russia is explained on one hand by presence of some positive experience of development production complexes that are prototypes of industrial clusters of M. Porter on the other hand by necessity to transfer economy to innovative way of development as soon as possible.
     The article shows that one of the ways to increase innovation and competitiveness of firms of the cluster may be transformation of cluster in innovative system requiring formation and realization of complex strategy of cluster development including projecting, target, process and environmental sub-strategies. At the stage of formation and realization of project and target sub-strategies emerge situations of interests conflicts among companies – participants of cluster that make up its scientific and research network requiring in conditions of market economy application of “soft” methods of cluster management on the basis of complex of formalized mechanisms excluding possibility of manipulation or pressure. The effective mechanism of distribution of expenses among companies participating in cluster for creation of an innovative development with the purpose of appraisal of its effectiveness was offered.
