Spatial integration of budgetary resources in the Russian Arctic

Subject The budgetary resources of the RF territorial entities classified as the Russian Arctic zone by the Russian Federation Presidential Decree of 2014, are the subject of the study.
Objectives The article aims to valuate, analyze the budget targets and generalize the characteristics of spatial integration of budgetary resources of these Russian Arctic territories for 2008–2015.
Methods For the study, we used methods of factor analysis, systems theory, information theory, comparative-historical, inter-regional analyses, and the methods of expert estimation and analogy.
Results This article presents the results of study according to four objectives: classification of the RF territorial entities, in whole or in part related to the northern areas, and calculation of the structural composition of the population of these areas; evaluation of the budgetary resources of the areas for 2008–2015; comparative analysis of consolidated budgets of the RF constituent entities and the budgets of the RF Arctic zone constituent entities for 2008–2015; sustainability indicators of budgets of the RF Arctic subjects for the study period.
Conclusions Spatial integration of budgetary resources in the Russian Arctic can be considered as a complex multi-structural, multi-functional, multiple-level, spatiotemporally determined system. The process of development of the Arctic will continue transforming into a complicated multilevel interaction.
