Importance The article deals with the issues of analysis of the innovative development of the North Caucasian Federal District on the basis of statistical information and assessment of the competitiveness of the Republic of North Ossetia–Alania. Objectives The article aims to identify the impediments to innovation activity of the North Caucasian Federal District regions, and develop the areas of boosting the innovative development of the southern regions of the Russian Federation. Methods The methodological framework of the study is based on an assessment of innovation development of subjects of the Russian Federation, developed by the RF Federal State Statistics Service. Results We analyzed the innovative development of the North Caucasian Federal District regions. This helped revealing problems in the innovative development of the regions. We show the main directions of regional policies for the promotion of innovation development. As well, we have conducted a comparative estimation of the level of innovative activity development of the North Caucasian Federal District regions. Relevance The theoretical significance of the study is to improve the methodology for the analysis of regional innovation activity through public programs. The practical significance is in the innovation survey of the North Caucasian Federal District regions, in the context of the prevalence and importance of linkages of such parameters as organizations performing research and development, personnel, funding sources, the coefficient of inventive activity.
