Importance Despite the active development of the mechanisms and methods of strategic planning, the federal, regional and local authorities of the Russian Federation, as a whole, do not have a clear understanding of the role and boundaries of application of meaningful values of strategic policy papers. Also, there are practically no serviceable control systems of elaboration, adoption and implementation of policies at the regional level, what explains the relevance of the present study. Objectives The goal of the paper is to analyze the experience of the elaboration, adoption and implementation of strategies for socio-economic development of the regions of the Russian Federation and to assess their effectiveness. On this basis, it is necessary to develop proposals to improve the decision-making process and the evaluation of policies in the future. Results The study shows some consistency of the approved already strategies for socio-economic development of the regions of the Russian Federation with the existing State standards, as well as the completeness of the content and availability of required basic elements of strategies. The authors identified major trends in the evolution of the development and adoption of strategies. Conclusions and Relevance On the basis of the results, the authors draw conclusions about the need to develop common conceptual techniques to assess the quality, effectiveness and efficiency of the strategies for social and economic development of the regions of the Russian Federation. The authors provide guidelines for improving the design and evaluation of strategic planning at the regional level in Russia. The obtained scientific results can be used in the drafting of a strategic nature. In addition, the article could form the basis for further research in the area of development, evaluation and adoption of instruments of social and economic development of the regions of the Russian Federation in the medium and long term.
