The green economy in cluster development

The article analyzes the possibility of using the green economy principles to build clusters of enterprises. The main problem of the green economy driving mechanism is the matching of the economy and economic development. The authors reveal sources and principles of the green economy development, in general, and the economy of a region (the Sverdlovsk region), as well as the main regional problems of using the new green line of development. The authors prove the usage of a cluster mechanism of realization of the green economy principles in different regions. The mechanism mainly depends on the factors of green technologies appearance in different regions of the Russian Federation. All regions may be divided in three types: the first type comprises the regions with high percentage of secured territories (touristic cluster); the second type comprises the regions with high-developed mineral resources and forest industry (forest protection and wood industry cluster); and the third type comprises the regions with high-developed industrial and construction complex (the Urals construction cluster). The compliance with ecological standards is one of the major elements of the cluster development. The Standard "Production of ecologically clean green construction materials and products" was worked out and accepted for the Urals construction cluster in 2012. This Standard determines the conditions of issuing the Certificate of conformity with the category of green construction materials and products by the Construction Union of the Sverdlovsk region. The article presents a comparative analysis of the different types of green economy clusters in the following directions: sectors of green economy realization; cluster project initiators; problems to be solved by cluster formation; and obstacles to the cluster imitative realization.
