The article submits a structural model of formation and realization of regional innovative policy of a proactive character. The author constructs it taking into account the priority role of sales management instruments for innovation activities of enterprises (a block of advance formation of market infrastructure as an element of indirect stimulation of innovation activity of business). The model assumes creation of a multibranch system of correcting measures intended for a preventive leveling of possible deviations in innovation development of a region.
