In article is considered row fundamental notion, characterizing regional , electric energy complex or in accordance with him, carrying different semantic load and playing its role in process of the economic development of the region. Consideration of the main technological processes and consequent stage of the united process of the energy ensuring the important branches public facilities region on notional level has allowed to reveal the contents and structure regional energy complex, as well as show importance and importance of the balanced operation in united managerial system of the most important his subsystems.
