The article studies the problem of the abrupt growth of the gap in social and economic development between separate regions in the level of social and economic development as well as the problem of underdevelopment of the infrastructure. Rates of job creation lag behind the rates of the population upsurge.
     The role of spheres concerned with raw materials is expected to be lowered whereas the role of processing industries is expected to be raised. It is necessary to work out the bases of the regional policy providing for non-admission and smoothing abrupt territorial disproportions as well as start solving job creation problem. The strategy of social and economic system of sustainable development should become the priority of the economic policy.
