In given article the author investigates character of formation of a regional policy at level of the European Union. In article are defined and analysed stages of development of a regional policy of EU, the priority purposes of Structural Funds of EU, types of problem regions in EU, recommendations and priorities of a new regional policy of EU, interstate programs, the basic political principles of a regional policy of EU. The author of article accents special attention on a certain number of economic methods of stimulation of the regional development, applied in the EU countries, which could be applied and in the Russian practice.
