Subject Professional advancement is a significant aspect of HR management. New technology, requirements that rapidly arise with respect to employees really necessitate the ongoing improvement of the existing competencies and professional activity or mastering absolutely new types of it.
Objectives The research identifies crucial issues arising from further training of specialists working in operations management units subordinate to the land reclamation department of the Ministry of Agriculture of the Russian Federation.
Methods The research is based on logic and situational analysis, systematization and statistical method.
Results We substantiated the role of further training, conducted the statistical analysis of the further training scheme in 2013–2015, systematized its modern types. The article examines and determines the practical significance of the further training system at the current development level of education in Russia, and indicated its strengths. We enlisted the contemporary types of further training for land reclamation specialists, proposed the mechanism for professional advancement management and indicated key issues. The article is the first to systematize types of professional advancement in land reclamation and provide the professional advancement management mechanism for specialists in the land reclamation department of the Ministry of Agriculture of the Russian Federation, which shows the interaction with labor market institutions.
Conclusions and Relevance The research specifies the mechanism and tools for addressing crucial issues that arise from professional advancement in regional and federal State-financed institutions for land reclamation and agricultural water supply. The findings may serve for setting national and regional professional advancement programs at different levels of governance.
