Analyzing the effective regulatory frameworks for strategic planning at the federal level in education

Importance Implementing the State policy in education within the mid term, it is reasonable to resort to promising solutions so to improve legislative frameworks and mechanisms for using various economic and financial tools, which can help set up and address priority tasks and modernize the education system at each level.
Objectives The research determined priorities of governmental programs for education development as the most crucial area of socio-economic policy of the State.
Methods I analyzed effective legislative regulations of federal significance that governed strategic planning in the education sector, and enforcement of the State policy for education development. I applied methods of formal, legislative, comparative, legal, retrospective analysis, legal interpretation, methods for handling legislative data bases and scholarly proceedings.
Results I identified and described challenging aspects in legislative regulation of relationships arising from the implementation of mid-term strategic planning tools in education at the federal level.
Conclusions and Relevance Being effective at the federal level, the program document on strategic planning in education includes a lot of gaps and contradictions. It should be comprehensively elaborated and corrected so to ensure constructive and dynamic development of education as an important area of socio-economic development of Russia. The findings and conclusions can be used by federal authorities to plan and subsequently develop the legislation on education, and support governmental programs and activities in the education sector.
