Barrier capabilities of special areas: A case study of sanitary protection zones of enterprises

Importance The research focuses on specific functions that contribute to barrier capabilities of the regulatory area of the industrial enterprise subject to a special regime of land use, i.e. sanitary protection zone. The article refers to factors and premises for forming barrier capabilities of the sanitary protection zone. These capabilities are regarded as a combination of the availability and sufficiency of its assets to perform a set of sanitary, hygienic, nature protection, city planning regulatory requirements and coordinate them with landscape, esthetic, information and other publicly important results and effects.
Objectives The research presents fundamentals for the concept of barrier capabilities of the sanitary protection zone as the theoretical basis to evaluate them, and a probable innovative tool to manage nature protection aspects of production for purposes of the development of urban areas and convergence with global standards.
Methods The research employs a systems analysis, statistical, regulatory methods, environmental, economic and expert evaluation of barrier capabilities of the sanitary protection zone.
Results The article discusses approaches to spatial planning of sanitary protection zones and requirements to selection of specific green assets for each functional plot. I propose the typology of sanitary protection sub-zones, substantiate areas and key indicators to evaluate the extent to which functions of capabilities' components prevail, i.e. environmental, landscape, sanitary and hygienic, barrier and contact, monitoring, architectural and esthetic, utility and back-up. The research determines the role and place of respective functional assets in working sanitary protection sub-zones. I suggest using the matrix for positioning barrier capabilities of the sanitary protection zone as an innovative tool for strategic planning of assets management, and demonstrate how it can be used.
Conclusions and Relevance The findings are applicable to urban, regional and municipal governance, reasonable use of natural resources and arrangement for nature protection at industrial enterprises, educational, methodological and information activities.
