Global values of planetary civilization and ensuring the vanguard role of Russia in modernizing the UN

Importance Currently, the relevance of modernizing the United Nations as a key institution and instrument, which shall ensure the implementation of global mission and standards - values system of the world development, increases at both the national and global levels.
     Objectives The paper aims to develop directions of modernization of the institutions of the UN system on classification-based moral values of global society. The article pursuits to analyze prospects for the development of planetary civilization, classify the system of institutions, providing for an efficient functioning and development of society, define the global mission of world civilization, as well as to modernize the organizational structure of the UN in accordance with its functions.
     Methods For the study, we used general logical methods and techniques of research.
     Results The paper presents a classification of systems of Institution - Instrument and Institution - Value. We also propose directions of the design of a multilevel system of criteria of social progress, encompassing the relationships of social, economic and environmental impact of the development of civilization. Based on the systematization of the existing UN institutions and assessing their effectiveness, we provide an upgraded structure of institutions and make proposals on the composition of normative legal acts, regulating the use of planetary property.
     Conclusions and Relevance We conclude that for the effective implementation of the global mission of world civilization and the system of principles that define the line of planetary development, the elaboration and adoption of a number of international legal instruments are required. In particular, they should regulate the fair and effective use of planetary property. While Russia's role in modernizing the UN can and should be a leading one.
