The phenomenon of synchronous dynamics of own revenue and gratuitous transfer paths in consolidated budget of a territory

The article researches the phenomenon related to growth paths. The authors point out that the dynamics of revenues of the consolidated budget of territories includes the laminarization, which is manifested in the formation of a set of paths. Moreover, two of the set of paths, i.e. gratuitous transfers and own revenues of a territory are interweaving and then move precisely linked, providing a mutual influence on each other. Obviously, the behavior of the two paths deserves a special investigation. The paper discloses the reasons of the paths' coherence and describes their behavior. The essence of this phenomenon consists in the fact that if the paths ever converged, in perspective, each of them will have information about the other one. Thus, one path will repeat the other to any extent, and at some interval of the path it will certainly repeat itself. The article provides an empirical description, logical and phenomenological explanation of the phenomenon of individual trajectories' cohesiveness. The authors point out that in regional economies of federal States the processes of assistance from the federal center to regions became rather widespread. They vary depending not only on the federal relations development, but also on the availability of resources in the federal center. In the context of liberalization of federal relations, the federal government has a natural desire to grant more freedom and autonomy to regions. Together with some authorities the center also delegates a part of taxes and charges to regions. As a result, the revenue base structure of regional budgets changes: the share of their own revenues increases and the share of gratuitous transfers decreases. The authors point out that despite the decrease in the share of gratuitous transfers the dynamics of the paths of regional budget items continues to be synchronous with the gratuitous transfers. It means that the fluctuations in the paths of gratuitous transfers are able to "destroy" the general trend of the regional economy development. It is necessary to take into consideration the effect of the linked path not only during the analysis of the budget process of the region, but also in modeling the regional economy growth. The authors explain the phenomenon as follows: there are many cause-and-effect relationships between the elements, which form the two paths of the regional budget.
