The problems of latent factors mainly searching and of the global changes patterns, have happened at the conditions of the modernization of Russia during the last twenty years and brought the territorial heterogeneity of the social and economic development of the regions are examined in this work. The most important conclusion of the article is in grounding of the necessity in revival of the traditional public institutions - clubs as the of the attraction of the public life, civil initiative, and public self-consciousness, creating the conditions for progress of the human and cultural and moral capital, civil society activation, social opinion forming, and so called nonprice mechanisms of the loyalty generation to such a specific good as «region».
