Measures of financial and economic support to aquaculture development in the Kaliningrad oblast

Importance The article addresses aquaculture development as a guarantee of food security of Russia. The focus is on the Kaliningrad oblast, where the progress in the sector is very slow.
Objectives The study aims to analyze existing fish farms operating in the region, and mechanisms of their regulation and support, particularly in the sphere of commercial fish farming, to elaborate actions on increasing the pace of aquaculture development in the Kaliningrad oblast.
Methods I analyzed the rate of aquaculture development in the oblast and measures taken by regional authorities to intensify the process. In particular, I classified subsidies provided at the regional level.
Results The analysis shows that available mechanisms of regulation and support for commercial aquaculture enterprises do not operate to the full extent. The paper formulates key determinants of slow pace of aquaculture development in the Kaliningrad oblast, arising from specifics of organization and management of aquaculture in the region. Based on these factors, I offer activities that will contribute to improving the situation in the industry.
Conclusions It is important to establish new enterprises and boost investment in the sector. These activities require effective government support, guarantees for investors and public-private project development.
