Subject The article addresses the nature and role of export potential of Russia and the influence of export customs duties on the revenue structure of the Federal budget of the Russian Federation. Objectives The study aims to show major problems and priority areas of export activities development in the Russian Federation. Methods The study employs general theoretical and practical research methods. Results I analyzed changes in export volumes under the influence of unfavorable price situation in the world oil and gas market, considered the negative impact of the raw-material orientation of Russian exports on the country's economy, reviewed and evaluated structures of Russian exports by industries. The paper highlights problems related to the volume of export duties as one of the main sources of revenues to the budget, and prospects for working out measures to reduce the budget deficit under decreasing revenues from the export of fuel and energy resources. Conclusions More than 50 % of Federal budget revenues account for revenues from exports of hydrocarbons, however, prices for them are extremely unstable and unpredictable. Another problem of the Russian export is the low level of technology and competitiveness in the global market. The primary task of the State is to create an effective system of support to export activities of innovative companies. Russia should move away from its dependence on raw materials and follow the experience of developed countries, namely, enter the path of innovation-based growth.
