Subject Thearticle addresses approaches to rationing the procurement for State and municipal needs in Russia. Objectives The aim is to review innovation in the process of public procurement, which shall enter into force on January 1, 2016. Particular focus is on the procurement rationing principle as the most effective mechanism of budget savings at the budget planning phase. Methods The study analyzes basic principles of procurement rationing for State and municipal needs. It employs the grouping method to identify laws and regulations to be developed for the transition to procurement rationing. Results For efficient practical implementation of procedures for procurement rationing, it is necessary to define types and structure of standard costs, a balanced approach to the number of employees, and a viable mechanism of control. Conclusions The procurement rationing mechanism has advantages for public agencies and local authorities. The analysis of the U.S. experience and first results of developing the regulations on rationing in Russia may be useful for practical implementation of procurement rationing procedures for State and municipal needs.
