The article investigates impact of fiscal and monetary policies on socio-economic development in the context of strategic complementarily of their instruments. The author analyzes opportunities and restrictions using of traditional fiscal and monetary tools in resource and dependent economy on undeveloped financial markets and economic institutes. The paper offers conceptual approaches to definition of a determinant of fiscal and monetary policy in Russia in the context of designing of the optimum macroeconomic policy providing steady dynamics of national economy and growth of public welfare.
