The article carries out the critical analysis of universal introduction consequences for universal electronic cards in the territory of the Russian Federation, including as instrument of tax administration. The authors use the methods of aprioristic analysis of mathematical models and methods of comparative analysis which allowed considering not only quantitative, but also the qualitative factors having impact on predictive opportunities of the corresponding models.
