Budget deficit and budget surplus: questions of methodology

The article discusses the complex methodological issues in calculating the value of the deficit (surplus) of the state budget. The author presents the different approaches to the calculation of the budget deficit (surplus) and their types. The paper proposes the division of income and expenditure budget for basic and balancing family and calculation of budget deficits and surpluses.
