Layout as receiving financial planning in provinces of the Russian Empire

In the article it is noted that the level of development of financial planning in provinces of the Russian Empire in the XIX-XX centuries was rather high. It proves to be true application of interesting and original receptions of planning, in particular, layout. The layout of the sum of zemstvo collecting depended on volumes of necessary zemstvo expenses. Experience of application of layout in the Perm province at the beginning of the XX century is considered.
