Program approach in budget planning on federal level: trends of formation and development

The article explores the process of formation and development of a program approach in budget planning in Russian Federation on federal level. The basis of research is the legal documents of Russian Federation about formation and implementation of target programs. The principal elements of program approach are identified, types of programs are studied, and actual problems are systematized. The prospects of program approach development for the medium term are shown.
