New approaches to federal budgeting process

In 2006 President of the Russian Federation in his Budget message charged the Federal Assembly with passing federal budget for 3 years instead of one. Planning used to be made for 3 years before, however, that was not a budget, but a financial plan, which skipped the stages of the Parliament, Government and President agreeing thereon.
