On the basis of the analysis of the historical and economic examples to the realization of budgetary policy the author makes the conclusion about the positive influence of the national debt on the economy of any country of peace. It is expedient to use this experience for the development of Russian economy and implementation of conservative investment programs by investors in the territory of the USA.
