In the article the theoretical aspects of the technogenic action of industry on the natural environment are examined. The economic mechanism of control of the processes of the rational use of natural resources of the territorial and productive complexes of power engineering and nonferrous metallurgy on the base of the maximum use of the renewed and second forms of energy and other production wastes is developed.
