Subject. The article deals with the quality of customs services.
Objectives. The purpose is to elaborate conceptual provisions of the customs services quality management mechanism based on the risk management system development.
Methods. The study rests on the methodology for systems analysis and the cognitive theory, and employs methods of modeling, comparative analysis.
Results. The paper presents a new approach to the quality management of customs services through the risk management system, and an appropriate mechanism. It determines conditions for a new mechanism formation based on the analysis of the format-and-logical assessment of the existing one, formulates promising directions for the new mechanism implementation in the context of digital intellectual transformation of the foreign economic activity. I disclose characteristics and directions of modernization of the risk management system in the context of introduction of a new mechanism. The developed models can be used in research and analytical structural divisions of government bodies, including the Federal Customs Service, which carry out strategic planning and design of organization's activities.
Conclusions. The developed mechanism establishes the key directions of digital intellectual transformation of the customs administration system, reveals the role and place of risk management system in the dynamics of development of the system as a whole.
