Modeling a complex analysis of higher education institutions' activities using public reporting data

Importance Public reporting of a higher education institution is an object of interests of various special interest groups (stakeholders). This fact explains the difference in the objectives pursued by stakeholders. Each group not only needs reliable information, but also its interpretation through an analysis. Therefore, the problem of performing a complex analysis of activities of a higher education institution using the public reporting data becomes essential. This will enable interested users not only to compare the performance of a higher education institution with its competitors, but also to forecast its further development, identify strengths, areas and methods of interaction.
     Objectives The objective of the study is to develop a model of complex analysis of a higher education institution's activities based on its public reporting data. A complex analysis enables not only to control the dynamics of compliance with mandatory regulations established by the Ministry of Education and Science of the Russian Federation, but also to monitor development trends of a higher education institution at regional and countrywide levels, its place in the national and international ratings, to evaluate the quality of educational services and the effectiveness of both the higher education institution's activities and areas of cooperation with it.
     Methods For the modeling purposes, we used the systems and complex analyses, the methods of comparison and analogy.
     Conclusions and Relevance We conclude that the presentation of activities of a higher education institution as a system of interdependent blocks enables not only to control operations in each area of activity, but also to identify reserves and further development of each individual area and their interaction. In the long run, this will increase the efficiency of the higher education institution as a whole, as well as the quality of educational services it provides, and strengthen its competitive advantages in the education environment.
