Network-based centrism in the State support to small business of the agrarian sector of the economy of Russia

Subject In the economy of modern Russia there is an objective need for establishing an effective system of agricultural management. The subject of the article is network-based centrism in the State support of small farming in the agrarian sector of the economy of the Russian Federation.
     Objectives The purpose of the research is the analysis of federal and regional target programs in support of small farming in rural areas, identification of their shortcomings and the development of a network-based centrism model of the system of State support of small farming in the agrarian sector of the economy.
     Methods To build a network-centric model of management system involving interrelated understanding of objectives, we used the general-logical methods of research.
     Results As the results of the work, we propose a developed network-centric model of support to small forms of management in the agrarian sector of the economy. To achieve the basic effects (food safety, quality of life and environmental security), it is necessary to engage coordination of the elements within the system of support to small farming (goal- and objective-setting, functional components, the institutional development block, competitiveness and the principle of permanent improvement).
     Application The results can be used in the preparation of strategic development concepts of the Russian Federation and its constituent entities, targeted programs, normative documents on improving management in the agrarian sector of the economy.
     Relevance The network-based centrism in State support to small farming in the agrarian sector of the economy is determined by the need to develop goal-setting, logical formalization of management through a cognitive analysis of indicators that characterize the end results of federal and regional programs.
