The article justifies a need of improvement of structure and content of programs of the higher education national system functioning and creation of necessary conditions to increase the quality on the basis of improvement of system of planning of primary activities of higher education institutions. The author offers a new model of walk-through planning to reach the planned results of higher education institution's activity with a high extent of responsibility and to form preconditions for creation of a system of activity assessment at region and country levels.
