Human potential as a factor in the innovative development of the region: Evidence from the Volga Federal District

Subject This article considers human potential as a factor of innovative development of the region and a source of economic growth.
Objectives The article aims to summarize the theoretical and methodological framework for the study of human development in the context of innovative development, quantify the relationship between the level and quality of human potential and regional innovative development indicators, and rank the regions of the Volga Federal District according to this criterion.
Methods For the study, I used induction and deduction, abstraction, and the methods of index numbers and correlation and regression analysis.
Results The article presents data on the reduction of human potential of the regions of the Volga Federal District on various structural components. The article identifies top regions and bottom regions, and offers mathematical expressions of functional dependencies of the resulting indicators and the most significant factors of influence.
Conclusions Demographic and economic factors are the main factors of regional differentiation of human potential. These factors are a source of economic growth in the region, including innovation, which should be taken into account when developing regional economic policies.


Improving the higher school teaching staff incentive system

Subject This article analyzes the current system of stimulation of university teachers in Russia and offers ways to improve it.
Methods The study involves the methods of comparison and analysis, and the statistical methods of processing economic data.
Results Having analyzed the system of stimulation at the Siberian Federal University, we have revealed its shortcomings and offer our own original approach to its perfection. To unify and eliminate the existing problems, we propose a three-tier mechanism for performance indicators distribution and coefficients to regulate the variability of the indicators set by the university.
Conclusions The system of stimulating teachers as an opportunity to increase wages is not regulated at the State level and has a number of shortcomings.


Regional labour market at the stage of becoming of knowledge based economy: crisis or correction?

The interrelation between the processes occurring on regional labour markets today, and tendencies of becoming of knowledge based economy is shown in the article. Their conjunctures, conditions of functioning are corrected under the influence of scientific and technical progress and the structural crisis. Some changes in the methodology of state regulation of labour market with orientation to innovative growth and steady regional development is offered.


The labor market: an analysis of regional differentiation

Importance The article analyzes regional labor markets.
     Objectives The purpose of the article is an analytical review of the regional differentiation of the labor market.
     Methods For the study, I used methods of mathematical statistics and a correlation analysis.
     Results I present a general technique to measure differences between regional labor markets, including integral coefficient, elasticity, the correlation of links between indicators of tension in the labor market and factors. I defined types of regions by level of regional differentiation and development of industrial and postindustrial economy.
     Conclusions I concluded on the necessity of the discretionary approach to government regulation of the labor market depending on the type of region. For depressed territories, I recommend direct assistance in the form of subsidies, for other regions, I suggest creating conditions for development of small and medium-sized businesses and provide tax support.
