University scientometric indicators aggregation at the regional level

Subject This article investigates empirically the trends in publication activities in the interregional and temporal aspects. It also aggregates the indicators under consideration at the sub-national level and analyzes the current trends within the regions of the Russian Federation.
Objectives The article aims to justify the need for science studies at the regional level in order to form policies for the development of science in the country as a whole.
Methods For the study, we used a technique of decomposition of publication activity indicators variance, and a correlation analysis. As key indicators, we used aggregated data, considering the regional level and the number of publications per author, appeared in the Web of Science and Scopus databases, as well as included in the list of the Higher Attestation Commission of the Ministry of Education and Science of Russian Federation and Russian Science Citation Index.
Results The article establishes a significant and most positive relationship between the total number of publications per author in the Web of Science or Scopus publications and the R&D costs at the regional level in Russia. It is expected that the aggregation of publication activities at the sub-national level will help offset a number of limitations inherent in the scientometric approach.
Relevance The results obtained can be used when planning regional economic policies, including the areas of research and innovation financing.

Subject The article discusses the trends in the development of small and medium-sized businesses in the economy of Russia and supplies a rationale for the transformation of financial organization and management through the use of financial outsourcing instruments.
Objectives The article aims to explore the dynamics and trends of small and medium-sized business' development in Russia and propose a direction for improving the organization and management of finance of the actors to enhance their development, comparable to that of similar actors in developed countries.
Methods We used econometric methods to analyze various financial and economic indicators of the small and medium-sized business' activities.
Results The paper identifies the regions of Russia where small and medium-sized business is particularly low.
Conclusions The paper concludes that the use of financial outsourcing tools enables small and medium-sized business to concentrate resources on the core business, reduce financial management costs, improve economic performance, and increase business activity in a country's economy.


The position and role of universities in the innovative development of Russian regions

Importance The article deals with the issues of functioning of educational institutions within regional innovation development.
Objectives The main objective of the study is to provide the results of analysis of the role of universities in the innovative development of the subjects of the Russian Federation.
Methods To consider the linkage between parameters of the educational and innovation systems of a region, we used a correlation analysis.
Results Using the method of instrumental variables, we prove the positive effect of scientific-educational activity on the innovation development of the region. We found that the growth of quantitative performance indicators of educational institutions leads to enhance the innovation activities in the region.
Conclusions and Relevance We conclude that there are many potential channels through which higher education institutions may affect the innovation development of the region. We reaffirm a statistically significant relationship between the activities of scientific and educational organizations and characteristics of regional innovation development. The results of this article can be used when designing and implementing economic strategies and, in particular, the strategies of innovative development of regions of the Russian Federation.


Securitisation deals qualification - the way to improve efficiency

The article is dedicated to Russian securitization deals reliability and transparency enhancement. The author analyses the main discontents and related problems for investors and the economy in whole of the securitization deals in their current appearance. The article contains a number of suggestions re the establishment of the deals qualification institute, which assumes the approval of a potential deal by an authorized government agency if only the deal meets a special set of criteria which assure the honesty of originator, arranger, rating agency and other parties taking part in the deal consummation. The author also provides the variant of special securitization definition to be used by a regulator in deals qualification procedure.

Importance The article investigates what impact socio-economic institutions have on economic indicators of growth in the Russian Federation. This article brings novelty as it examines the relation between the institutions and economic growth at the sub-national level, rather than at the national one.
     Objectives The research aims at a quantitative analysis of the relation between sub-national institutions and region's economic growth indicators and the extent of such relation.
     Methods We applied statistical and econometric apparatus. We examined the extent to which the institutions influence economic growth indicators and used activity indices of small entrepreneurship, institutional potential etc. Economic growth indicators at the regional level were represented with Gross Regional Product, capital investment and investment rate and Gross Regional Product per capita.
     Results As seen in the research, there is a positive relation between economic growth indicators and activity indices of small entrepreneurship, democratic nature of elections and institutional potential.
     Conclusions and Relevance We confirmed the meaningful and positive correlation between the main institutional indicators and economic growth indicators in the regions. To implement the State policy effectively, it is reasonable to consider the importance of institutional changes along with economic transformations. We find out that the institution of ownership and business activity protection, if strengthened, will generate the synergistic effect for growth in a certain region and the entire economy of Russia. The article may prove helpful in the scientific milieu and for various officials who may use it to theoretically substantiate practical activities for developing institutions at the regional level.
