Assessing the implementation of investment strategies in the North Caucasian Federal District regions

Subject This article discusses the issues related to the investment strategies of the subjects of the North Caucasian Federal District of Russia.
Objectives The article aims to examine the methodology for evaluating the effectiveness of regional investment strategies implementation.
Methods For the study, we used the principles of dialectical and structural-functional analyses, grouping, classification, a systems approach, economic and mathematical modeling, correlation analysis methods, as well as observation, comparison, and the econometric modeling.
Results The article classifies the North Caucasian Federal District regions by degree of effectiveness of investment strategies implementation.
Relevance The results of the analysis of the current investment policies can provide a basis for regional authorities to adjust the investment activities to improve the socio-economic situation in the region.

In given article authors investigate conditions, problems and prospects of development of bank sector of the Chechen Republic, the structure of formed bank system of region is characterized, the basic services of credit institutions of republic are described in detail. It isdefinded the basic problems of bank system of region in interrelation with present problems of real sector of economy in the republic. It is justified the possibility of bank system of republic to become the effective tool of a regional policy. On the basis of the analysis of the credit organizations and real sector of economy of the Chechen Republic, authors of article come to a conclusion that in region the credit system isn't generated yet answering to pressing needs of economy of region. Authors offer the new approach to development of bank system and creation of a special economic zone in the Chechen Republic.

The purpose of the study is to identify the characteristics of the operation and regulation of the electric power industry in the current stage of development of the economy of Russia, as well as the development of measures of public influence to improve the efficiency of the electric power industry and the economy of the Russian Federation as a whole. The energy complex is the object of study. The State policy regulating the electricity industry is the subject of the research. The fundamental conclusions of the concept and the views expressed in the writings of Russian researchers on the development of the electric power industry are the methodological and theoretical basis of the study submitted. The common methods of scientific research, such as observation, formalization, comparison and synthesis, as well as the methods of system and statistical analysis of scientific abstraction and graphical methods for data reporting were the methodological framework of the study. We have analyzed the differences between the views that inspired the Reformation, and the current situation in the industry. So we are submitting new approaches to the management of the electricity market and industry regulatory mechanisms to ensure macroeconomic and social stability in Russia. Basic steps for reforming the electricity sector have been completed. However, none of the objectives of the reform had been achieved. There is no increase of the efficiency and innovation activity of enterprises, and so far there is no effective competition at both the wholesale and retail market, and electricity prices for consumers in some cases exceed the world standards. In our opinion, in the first place, there is a need to increase the transparency of the activities of the network complex, and secondly, there is a need to solve problems in the retail system, including the problem of non-payment. In the wholesale market, it is necessary to cancel the mechanisms for concluding contracts for granting and competitive selection of power. We came to the conclusion that a key problem of the Russian power industry is the low efficiency of State regulation. The error is that the more liberal the economy becomes, the stronger the regulators it needs.


Improvement of the economic mechanism of greening of industry in the Volga economic region

Importance The paper deals with the economic production sector's greening as one of the conditions of the Russian regions' transition to the sustainable development. The economic mechanism of environmental management effectiveness, in many respects, is defined by the payment system for negative impact on the environment, plays an essential role in this development. However, in reality, the paying for pollution does not correlate with the amount of economic damage, which is inflicted to the environment of industrial enterprises.
     Objectives The research aims to improve the economic mechanism of industry's ecologization through the development of industry coefficients of the environmental situation into the formula, which is aimed at determining of atmospheric pollution charges. The target of research is the industrial production of the Volga economic region.
     Methods In order to analyze how the population's morbidity rate depends on air pollution, we used a correlation analysis. The economic loss due to the population disease burden, which is conditioned upon atmospheric air pollution of manufacture was calculated by the "cost of health" methodology. The paper proves an industrial production's unfavorable impact on the ecological situation of the Volga economic region. On the basis of correlation analysis, we have determined the parameters of atmospheric pollution impact on the morbidity because of the adult and children population's respiratory system. The paper defines the economic damage amount from the deteriorating population health caused by atmospheric air pollution because of industrial enterprises The paper deals with that the payments for environment pollution are understated with the respect to an economic damage because of population disease burden.
     Results The paper developed industrial ratios of the environmental situation, which use will unable partially indemnify for the damage inflicted to the environment and population's health and will encourage enterprises to be engaged in the nature protection activities.
     Conclusions and Relevance On the basis of carried out comparative analysis of the Volga economic region ratios, as well as the ratios, which are developed by us for the Novgorod region, we came to a conclusion about the possibility to establish, in perspective, unified industrial ratios system.


Challenges of developing the banking sector in the Chechen Republic under current circumstances

Importance It is very reasonable to examine trends in the banking sector of the Chechen Republic and determine what will ensure its effective operations in ever increasing demand for banking services.
     Objectives The research determined prospects and priority areas for developing the banking system of the Chechen Republic during the regionalization and globalization of the world economy.
     Methods The research is based on a system analysis of the sector for the specific period, and various statistical methods. Relying upon the analysis, we evaluate the efficiency of the republican banking sector.
     Results As the research shows, the banking sector has yet to evolve in the Chechen Republic, accounting for a very small market share. The article proposes an effective algorithm for setting up the robust banking sector within a short period of time. The modified version of the algorithm may be applied in other regions.
     Conclusions and Relevance We provide our conclusion on that the regional policymakers should address some specific issues to create the effective banking sector in the Chechen Republic and integrate the Chechen Republic into the single socio-economic processes nationwide and worldwide.
