Digitalization and domestic machine building: Prospects and risks

Subject. The article discusses the current and future development of domestic machine building as digital transformation processes are under way worldwide.
Objectives. The study explores how a new wave of S&T progress influences the coming future of the industry by predicting and analyzing domestic machine building as is. We also substantiate that, as the most critical part of the Russian economy, the machine building sector should be redesigned in terms of its structure and management so as to adapt to challenges brought by digitalization.
Methods. The study employs the logic systems analysis of statistical data and expert assessments, techniques for generalization and grouping, abstraction-logic method.
Results. The domestic machine building crisis was proved to still linger. Those meager achievements are not viable without the State aid. What describes the industry is that the Russian enterprises and products are hardly integrated into global chain values, resulting from their low competitiveness globally. Most of them are designated for the domestic market or even narrower regional markets.
Conclusions and Relevance. There is still no definite conclusion on the impact of digitalization on the future of domestic machine building. However, the industry is not very prepared for innovation, with the governmental domination of the economy impeding the innovative transformation, which requires the freedom of business. As a preliminary requirement for Russia to join a group of global leaders, it should create conditions for the free development of businesses by integrating into global value chains and become more competitive. The findings can underlie practical measures to formulate the industrial policy from macro- and microeconomic perspectives.

Food security and foreign economic relations: International and national aspects

Subject Growth in agricultural production, import substitution and food self-sufficiency are major aspects of food security. However, the issues of increasing the public access to food are often overshadowed.
Objectives The purpose of the study is to detect weaknesses in the food security policy of Russia based on the analysis of indicators of the Global Food Security Index and the national statistics, to demonstrate the need for amendments to the policy with an emphasis on improving the public access to food through foreign trade and developing the rural transport and agricultural infrastructure.
Methods I employ methods of logical, comparative and statistical analysis.
Results The paper proves that achievements of recent years in the country's agriculture development rely, to a large extent, on cooperation of national producers and foreign companies, particularly, on imports of breeding and genetic materials, equipment and technologies. At the same time, the current condition of Russian rural social and transport infrastructure needs the attention of the authorities and should be drastically improved.
Conclusions It is advisable to interact more actively with the global market, taking advantages of international division of labor. When formulating the food security policies, it is crucial to focus on issues related to people's access to food and social problems faced in rural areas.

Language policy vs. economic policy of modern Russia: Problems and prospects

Importance The research attempts to analyze the language policy as part of the economic policy of Russia in the early 21st century. For purposes of the article, the language policy shall mean a spectrum of various ideological principles of governmental control, and a combination of practical activities to address language-related issues in the State and society.
Methods The research applied general scientific methods, including induction and deduction, analysis and synthesis, abstraction, generalization, analogy, description, and specific methods fitting into the subject of the research and involving methods of logic, statistical analysis and synergistic method that required to analyze the language policy and search for mechanisms for self-organization of the socio-political system in modern Russia.
Results We analyze principal aspects of the language policy in the Russian Federation, and prospects of its development assuming that the language policy is a part of the economic policy of the State, since it is supposed to coordinate institutional, social, cultural, educational, environmental and economic aspects.
Conclusions and Relevance The analysis allows to identify key issues undermining the efficiency of the existing language policy. Russia should address those issues as they represent a part of its national interests. The findings are designated to devise a comprehensive mechanism for evaluating the efficiency of Russia's language policy.

Trends in the U.S. foreign trade development within 2015–2016: Specifics of foreign trade ties with Russia

Importance The article discusses the U.S. foreign trade that demonstrated quite good results in 2015–2016 before the presidential elections, considering the so called new normality of global economy. We study the Russian–U.S. trade relationships, which had higher indicators than expected under various factors and reciprocal sanctions.
Objectives The research evaluates contemporary processes in economy and foreign trade of the USA. Along with the U.S. megaprojects of the Trans-Atlantic and Trans-Pacific partnerships, those processes may change the geo-economic map of the world and influence Russia’s position in the system of international economic relations.
Methods We used methods of logic and statistical analysis to examine contemporary trends in the development of the U.S. foreign trade development.
Conclusions and Relevance Seeing the growing tensions in the Russian–U.S. relationships, it is premature to discuss their reload. However, notwithstanding some contradictions and mutual distrust in foreign trade, the USA continues to be an important economic partner for Russia. Trade relationships between the USA and Russia rest on practical interests certain business communities in both countries have to keep for their stable and constructive development. The recently elected President is expected to continue the trend.

Financial traders as a new subject of economic theory

Subject The article considers financial traders as a new subject of economic theory and focuses on their special role.
Objectives The purpose of the study is to explore the motivation and specifics of traders' behavior in the market.
Methods I apply theoretical and analytical techniques to examine traders' behavior in financial markets, analyze the difference between traders and households as market transaction participants.
Results I consider fundamental tenets of behavioral economics, substantiate the need to use behavioral methodology to examine trading strategies, the motivation and rationale of actions of financial traders in the market.
Conclusions Unlike households, financial traders are not restricted in their actions in the market, and are often governed by their own emotions.

P2P cryptocurrency: Security or development

Importance Today we witness another essential change in the concept of money. Digital communication technologies once again transform the usual process of money payments and settlements.
Objectives The main focus is on the contradictory consequences of using the peer-to-peer (P2P) system as money. The paper designates ideological roots of cryptocurrency proclaimed by adepts at digital money that affect the functional nature of money.
Methods The study draws on general theoretical methods for empirical investigation of essential nature of digital money, specific features of its creation and making payments. I analyze statistical data on digital money distribution in the modern world.
Results The paper considers cryptographic procedures for digital money generation that are proposed for introduction instead of interbank payments; identifies possible pitfalls associated with digital money turnover, which is based on the principle of blockchain technology anonymity; formulates reasonable doubts about cryptocurrency consistency with the inherent property of money, i.e. its universal acceptance.
Conclusions It is inexpedient to introduce any prohibitive rules for cryptocurrency turnover. There is a need to develop blockchain technology as soon as practicable, as it is a basis of digital money, which is rapidly evolving into a global trend in banking and financial markets development.

Managing the capital structure of the largest Russian coal producers

Subject The article considers the capital structure of the three leaders of the Russian coal mining industry, namely AO SUEK, OAO UK Kuzbasrazrezugol, AO SDS Holding Company.
Objectives The aims are to reveal the main trends in the equity to debt ratio of the largest players of the Federal coal market on the basis of the analysis of public financial statements for three recent years, to justify the optimal structure of their capital.
Methods The study employs economic and statistical methods, grouping and integration of data, methods for calculating the weighted average cost of capital, the effect of financial leverage to identify the current structure and cost of sources of capital, the ‘profitability – financial risk’ methodology to give scientific credence to optimal capital structure of coal producers.
Results The existing capital structure of the largest coal mining companies in Russia deviates from the optimal one from the point of view of financial analytics and scientific methods. It is formed spontaneously, under the influence of external factors. This results in unrealized reserves of capital cost reduction. We revealed certain differences in approaches to formation of sources of capital of the coal industry leaders, which are determined by their general financial position and capacity to raise funds.
Conclusions The findings enable to identify growth in the area of efficiency of finance management, increase the competitiveness of the Russian coal in world markets, provide financial stability and profitability of export-oriented coal producers, protect them from foreign trade risks, etc.

Innovation management as part of economic security

Subject The article determines substantive characteristics of innovation management in terms of systems analysis, referring to the economic security theory and methodology under study.
Objectives The article analyzes the extent to which innovation management processes influence the economic security level of the Russian Federation, and makes suggestions for improving the national economic security methods in line with the innovation level and their management methods.
Methods The research employs systems analysis methods, historic-logical methods, goal setting, measurement, etc.
Results I analyze the existing relationship and correlation among categories of innovation and economic security. The article presents the mathematical interpretation of innovation management from perspectives of economic security by dividing the economic security system in two sub-systems – ends and means (like the symmetric difference of sets). I provide the rationale for certain fundamental functions to be used in studying the operation of the innovation system.
Conclusions and Relevance The existing system of innovation management tools insufficiently complies with the contemporary economic security system. This reveals further development paths. There should be an up-to-date innovation system for counteracting threats and challenges, and innovation infrastructure as a driver of the innovation strategy of the Russian Federation.

Economic security as a guideline of the regional economic strategy
