Performance metrics of industrial classification in the Russian Federation and abroad

Importance The All-Russia Classifier of Types of Economic Activity presents details of information on business operations of economic entities. It is developed on the basis of the International Standard Industrial Classification of All Economic Activities (ISIC) recommended by the United Nations for all countries of the world.
Objectives The aim of the study is to investigate the Russian classification comparability with industrial classifiers applied abroad and identify areas for improving the approaches to statistical accounting of the national economy.
Methods We reviewed the Russian Unified System of Classification and Codification of Information (USCC) and performed a comparative analysis of the All-Russia Classifier of Types of Economic Activity and the ISIC. The paper rests on the data from certain foreign statistical departments, and reveals advantages and disadvantages of effective industrial classifiers.
Results The existing national classifiers are sufficiently unified, however, it is impossible to compare industry-specific indicators of different economies. Classifiers of foreign countries and the Russian Federation are created on the basis of ISIC, but the presented information differs in terms of the composition of sections. National specifics of data systematization distort the actual assessment of types and scale of economic entities' activities.
Conclusions It is crucial to restructure the All-Russia Classifier of Types of Economic Activity to ensure its functional use within Russia. This will enable a reliable statistical accounting for operations of multi-business companies. In future, the Classifier should become a part of monitoring and strategic planning of the Russian economy structure.


Outlining approaches to evaluating the economic security of nations: Evidence from the BRICS nations

Importance The research evaluates the economic security of the BRICS nations and analyzes the existing approaches to evaluating the economic security, systematizing indicators of original international surveys.
Objectives The research devises the method to evaluate economic security and probate it by applying to the BRICS nations.
Methods Studying the economic security of the BRICS nations, we constructed logic schemes, grouped factual data, interpreted theoretical and empirical data through tables and graphs, and use mathematical modeling.
Results The article outlines a set of factors to evaluate economic security. We probate the proposed method by applying it to the BRICS nations and analyze trends in the indicators and compare them with other leading nations. We detect weaknesses and advantages of the countries in terms of economic security aspects.
Conclusions and Relevance The proposed method is based on publicly available data and can be applied to study other aspects of international economic security. Testing the economic security evaluation method, the BRICS nations were found to have quite a similar development level by analyzable aspect. However, we identify such aspects of economic security, which make the BRICS nations polar in ratings. This helps find resources for cooperation and activities as part of the economic union.


Major trends in developing the State supported agricultural insurance in Russia

Importance The article addresses the system of State supported agricultural insurance in the Russian Federation. The issue is of special importance within the import phaseout policy implementation, as effective functioning of the agricultural insurance system is a key success factor of the country's food security enhancement.
Objectives The study analyzes positive and negative trends in the sphere of State supported agricultural insurance in Russia.
Methods We employ general scientific methods of research, statistical, comparative and historical methods. When processing and systematizing the information, we use the classification method and the systems approach.
Results The paper discloses the following negative trends in the State supported agricultural insurance, i.e. insufficient level of insured farm animals; reduced volumes of State support; difficulties for farmers to get insurance claim payment, significant excess of the volume of government subsidies for insurance over paid insurance claims. Positive aspects include fighting against pseudo-insurance, enhancing the control over activities of agricultural insurers, and developing the institution of the mediation.
Conclusions It is required to develop institutions of loss-adjusters and surveyors in the sphere of agricultural insurance, to improve infrastructure, to expand the network of agrometeorological stations to streamline the process of insurance compensation.


The video game industry in the modern industrial economy

Importance The article discusses the issues of development of the video game industry in Russia, which represents a significant segment of the RF economy, still having no statistics on the video-game producers and formalized companies.
Objectives The article aims to identify current trends in and prospects for the development of the video game industry in Russia.
Methods For the study, we used the video game industry survey data and reviewed the scientific publications of Russian experts.
Results We have investigated the global market's volume and preferences for gaming devices, examined the personnel aspect of the Russian video game industry, and made an analysis of Russian consumers and producers of video game products.
Conclusions There are no skills training programmes in Russian universities, professionals acquire knowledge on their own. Video game development in Russia has a large amount of customers and good market growth. It is not affected by the geopolitical trends and sanctions against Russia. Video games are the resource of mass consciousness formation, a tool to promote the products of other sectors of the national economy and a potential source of reproduction of the knowledge economy. It is necessary to identify the video game industry as an economic activity and formalize the special terminology used in this field. The lack of professional educational programmes on skills training limits the development of video game production in the Russian Federation. Legislative regulation of the game industry is also required.


The contactless MasterCard PayPass technology and prospects for its development in Russia

At present, millions of people use bank cards, however, cardholders face many problems: loss of a bank card, its damage, theft of funds from bank account, ill-designed scheme of application. The developed contactless cards, including MasterCard PayPass, intend to solve these problems. The article describes the purpose of the contactless system MasterCard PayPass, analyzes the experience of the system development in Russia and abroad, and reveals the causes of its success and main advantages. We systematized its functionality for users and developed recommendations to promote the PayPass system and contactless payment systems in Russia. The article describes the NFC (Near Field Communication) technology as a basis of the mechanism of contactless bank payments. We present the main models of smartphones and the forecast of further development of the NFC technology. In this work, we define the elements of a contactless payment system, their interrelation and impact on the performance of MasterCard PayPass. The conclusion is that there are prospects for the system's further development, including the Russian Federation. We studied the popularity of PayPass in the Krasnodar Territory. The study confirmed that the popularity of MasterCard PayPass depends directly on the support of issuing banks. We emphasize that the measures to be taken by the issuers of the PayPass technology to promote the proposed system include awareness raising about contactless technologies. We also conclude that the speed and scale of using the MasterCard PayPass technology in Russia depends solely on the marketing policy of banks.


The competitiveness of credit support to small and medium-sized businesses in the Krasnodar Krai

Importance We consider the competitiveness of credit support to small and medium-sized businesses of the Krasnodar Krai. The subject covers the aspects of the global competitiveness of the Russian Federation, where the assessment of credit support to enterprises is a part of the State's ability to ensure stable economic growth.
     Objectives The objective of the study is to identify aspects of the financial market competitiveness on the case study of lending to small and medium-sized businesses in the Krasnodar Krai.
     Methods We analyzed statistical data, information from official sources, legal documents, academic works, expert reports, and information of credit institutions.
     Results The study identified the areas of enhancing the competitiveness of the financial market that allow improving the financing of small and medium-sized businesses. We defined factors curbing the growth of small businesses; formulated the areas of improving the policy of the State and regions in relation to small and medium-sized enterprises; proposed some solutions, including those based on alternative forms of support to SMEs.
     Conclusions and Relevance We considered lending to small and medium-sized enterprises as an element of the Global Competitiveness Index to assess the level of financial market development. Using the case of lending to small and medium-sized businesses, we analyzed the issues related to an increase in competitiveness of other key aspects (quality of institutions, efficiency of the goods market, competitive ability of businesses) impacting the rating of the Russian Federation under the WEF technique.


Stress testing as a method for analyzing banking risks

Importance Risk assessment is an integral part of corporate activities. However, considering the economic volatility, stress testing gains special relevance for the banking sector. Notwithstanding different methodological approaches are actively applied to define the concept of stress testing abroad, the Russian businesses do not use the risk assessment system extensively and broadly.
     Objectives The research aims at setting methodological guidelines on increasing the stress testing efficiency in commercial banks of the Russian Federation. The research pursues examining theoretical preconditions for stress testing, overviewing scientific approaches and foreign expertise in building the risk management system, reviewing contemporary approaches to stress testing in the Russian banking sector, analyzing disclosure of anti-risk policies the Russian commercial banks adhere to.
     Methods The research relies upon such methods for banking risk assessment (stress testing) that would be capable of protecting the banking sector from negative implications at the preliminary stage of threats identification. We use foreign regulatory and legislative documents, scientific periodical editions that publish works of the Russian researchers, information from official websites of commercial banks.
     Results We analyze key concepts, principles, approaches, specifics, practical examples, which underlie the process of organizing and implementing stress tests in banking. We perform a comparative analysis of approaches used to assess banking risks in Russia and abroad. The article puts a special focus on analyzing the stress testing methods applied by the Russian commercial banks. We review annual reports of some commercial banks in order to identify anti-risk activities they undertake in their operations. We conclude that credit and financial institutions pay insufficient attention to the methodological framework of the risk management policy.
     Conclusions and Relevance We propose a methodological approach to points-based risk assessments. The approach includes methods for assessing liquidity indicators and structure of liabilities. The research is designated for bank employees who specialize in risk assessment and mitigation.


Approaches to determining the global competitiveness

Importance The article overviews contemporary approaches to evaluating the global competitiveness of the State, and focuses on Global Competitiveness Index (GCI) and World Competitiveness Yearbook (WCY).
     Objectives The research analyzes whether it is possible to use rankings of WEF and IMD to prepare guidelines on Russia's economic policies. The research pursues examining the premises for formulating contemporary methods to evaluate the national competitiveness and identify key aspects of probable approaches. Comparing statistical data of reports issued by the Institute of Management Development and World Economic Forum, I make an attempt to assess the unbiased nature of the States' competitiveness indices.
     Methods
I analyze estimated competitiveness of the global leaders during the last decade. I compare the ranking of Top 10 countries in terms of GCI and WCY and present the data on Russia. My conclusions rely upon official reports by WEF and IMD. The research contains a significant amount of statistical data derived from foreign sources.
     Results
I present my judgments on comparability of estimated approaches of WEF and IMD. The analysis reveals the heteropolar orientation of methods that tend to institutions relating to GCI and WCY. I demonstrate that the methods are useful indices in terms of improving the national competitiveness system. I conclude that the evaluation and ranking scale is subjective, and propose my recommendations for enhancing the national competitiveness indices.
     Conclusions and Relevance As compared with the majority of researches into the national competitiveness that analyze ranking data, this research presents a comparative analysis of WEF and IMD approaches and statistics for the 2005 to 2014 period.


Currency wars or competitive devaluation: scenarios and their implications

Importance The article reviews possible scenarios in the international monetary market and evaluates forecasts provided by analysts from the leading credit institutions and economic editions.
     Objectives The objective of the research is to investigate manipulations with foreign exchange rates and their effect on national economies and global economy. We make an attempt to explore the currency war concept, identify reasons for competitive devaluations and outline a possible scenario.
     Methods The article is based on a broad material of the Russian analytical agencies and institutions, foreign overviews and forecasts, scientific proceedings of the Russian scholars. The research focuses on the USA, China, Russia, Japan and the EU.
     Results The research illustrates that Russia takes the lead in competitive devaluation, keeping some potential for development. However, the national economy should be restructured to achieve this. Competitive devaluation is likely to continue in Russia, China, Japan and the EU.
     Conclusions and Relevance Competitive devaluation generates some short-term benefits for the State. To improve the national competitiveness, global economic ties should be strengthened through free trade and settlements denominated in the national currency. Competitive devaluation is a stabilizer of limited duration that is applied as a result of sharp and negative fluctuations in the global arena.


Estimation of prospects of the Krasnodar Krai in realization of the import-substitution food program

Importance The article estimates the economic situation in the market of agricultural products as a result of the embargo on the import of food products from a number of foreign countries imposed by the President of the Russian Federation.
     Objectives The aim of the paper is to examine the prospects for the realization of the program of import substitution of food products in the Krasnodar Krai and to identify the areas of stabilization of the situation in the Russian food market through supporting the local farmers oriented to satisfy the consumer demand as full as possible and take up freed niches in the domestic food market.
     Methods The study is based on official statistics.
     Results We explored modern modalities and priorities for the development of agricultural enterprises of the region in terms of their participation in the program of import substitution. We specified the main product groups on the basis of the import substitution potential. We analyzed the structure and dynamics of the crop sector as one of the priority areas of agriculture of the region. We propose certain measures of State support to the Kuban agricultural producers under the long-term development strategies.
     Conclusions and Relevance
We conclude on the need for the concerted actions of the domestic business, finance and government leading to good prospects for the implementation of the import substitution program and changes in the structure of the domestic economy as well.
