Investment in priority social and economic development areas of the Far Eastern Federal District

Subject The article deals with the mechanisms of attracting investment in the priority social and economic development areas of the Far Eastern Federal District of the Russian Federation. The paper analyzes the changes in volume of attracted investment in 2016 relative to 2015.
Objectives We have conducted our own research of the investing in the priority social and economic development areas of the Far Eastern Federal District.
Methods The research involves the methods of logical and statistical analyses.
Results The article presents the results of analysis of the sources of investment of the Far East priority social and economic development areas. It identifies the most attractive regions for Russian and foreign investors.
Conclusions and Relevance The development of such a tool as the PDA in the Far Eastern Federal District entails a number of risks. It involves lending to Russian companies abroad. The largest volumes are invested in the Amur oblast, in comparison with budgetary investment to other regions.

Importance This article deals with the issues of budgeting as one of the effective mechanisms for managing the organization's expenditures.
Objectives The article aims to analyze the problem of implementation of budgeting in the Russian municipal public institutions and develop proposals to address the problem.
Methods The research methodology is based on various formal-logical, comparative, financial-economic techniques and other methods of analysis.
Results The article presents our own algorithm for analyzing risk factors in a budgeting system that includes a series of steps. To illustrate the study, we consider the Department for Construction, Architecture and Urban Planning of the Astrakhan City Administration. We offer certain proposals for improving the Department's operation through using project budgeting, creating financial responsibility centers and financial accounting centers, and using result-based budgeting tools.
Conclusions and Relevance We conclude that budgeting provides many benefits to the budget institution and allows for a streamlining of its operations and efficiency. For a State, the active use of budgeting by public institutions is an excellent way to increase control over the target use of funds and make it the most effective. The results of the study can be used both in practice to optimize budgeting in municipal public institutions and in theoretical issues in the field of budgeting for further study of this area of economic activity.

In article are represented systematic approaches to the estimation of the coordination of the economic interests of consumptive use and accumulation, and also the determination of the degree of their influence on the economic increase. The conclusion is made that the identification of the mismatch of economic interests from the absolute parameters and for rates makes possible to select the priority directions of the policy of the agreement of interests, adequate to the stated economic goals.
