Occurrence strategy on the regional financial market of the credit organization (on the example of Stavropol territory)

The article discusses a methodology to develop a strategy of entering regional financial market of credit institution and its practical implementation on materials of Stavropol region, frame region recently formed North-Caucasus federal district. There are quantitative and qualitative characteristics of regional banking cluster, as well as clustering of total client field on lifestyle, expectations, interest in banking products. Different strategic models of banks behavior and segmentation of regional business are presented, potential customers are defined.

In article is considered economic and mathematical model, founded on optimum correlation attracted and placed resource of the commercial bank, with provision for restrictive parameter – a standard to liquidity credit organization, installed instruction of the Central Bank RF 110-And. In total modeling is formed optimum briefcase of attraction and accomodations financial resource, is formed optimum financial plan of the operating the bank, satisfying standard CBR and own quota of the bank that in turn allows to adjust financial stability to credit organization.


The specificity of revenue and expenditure analysis of municipalities

Subject The article considers methodological aspects of the municipal revenue and expenditure analysis from a position of systems and complex approaches.
Objectives The study aims to investigate methodological aspects of analysis of municipal revenues and expenditures and draft measures to increase the efficiency of the budgetary policy of the Ikryaninskii Raion municipality of the Astrakhan Oblast.
Methods To assess the condition, structure and trends in municipal revenues and expenditures, I employ methods of logical and systems economical and statistical analysis.
Results Adequate assessment of budgets of municipal units necessitates a regular analysis of trends and structure of municipal revenues and expenditures, sustainability and balance of local budgets. The quality and impartiality of the analysis depend on a set of applied analytical tools and accuracy of economic-statistical factors. An effective measure is to develop a comprehensive methodology for the said analysis, focusing on expert and analytical support to administrative decisions by local authorities.
Conclusions When drafting measures to enhance fiscal policy efficiency and ensure the local budget balance, it is important to develop adequate tools for revenue and expenditure analysis with due regard to specifics of municipality function.


Assessing the economic security of territorial higher education systems managed at a regional level

Subject The article considers the issues of economic security of higher schools. A balanced system of economic stability and safety will enable higher education institutions to effectively respond to various risks and threats, including financial ones.
Objectives The study aims to examine economic security of territorial educational systems of higher education, systematize external and internal factors, and develop measures to enhance the economic security of higher schools in the Astrakhan oblast.
Methods In the research, we applied methods of logical, economic and statistical analysis. The concept of economic security of territorial educational systems of higher education is viewed in terms of the systems approach.
Results To use opportunities of territorial educational systems of higher education as much as possible, it is necessary to make a regular assessment of their economic security. The adequacy and integrity of the assessment depend on a correct choice of indicators. We suggest creating a center under the regional administration to monitor and analyze the economic security of the region. One of main objectives of the center should be expert and analytical support to management decisions in the education sector at the respective level of public administration.
Conclusions When outlining a new strategy to manage economic security of territorial educational systems of higher education at the regional level, the main focus should be on development of tools to assess the economic security of higher schools based on specifics of their operations.
