Financing for budget sphere in budget reforming conditions

In connection with reforming of social security in different economic levels, it’s interest to analysis budget cost for current and perspective periods. This ways are connecting with the program structure of state budget. The problem of engaging in the management of investment activities in different levels have recently gained greater urgency. Today there are forty programs for development in social and economic policy of government. It's graduate the new level of development relations in budget sphere. Those structure of budget cost is necessary for advance in connect with modern financial reforming.

Structural analysis assessing the effectiveness of federal programmes

In connection with the crises in the world economy, the problem of engaging in the management of investment activities in different economic levels (federal, regional, municipal) have recently gained greater urgency. In the present work various aspects of investment activity in the regions are examined by using econometric techniques, the most effective management of investment activities in the region are determined, the benchmarking is done. It is concluded that the financial crisis project financing, which allows to share risk between multiple participants of investment projects, as well as to allow the use of government guarantees, is the most viable scheme to attract financial resources for implementation of investment projects


Regional informatization: Results and prospects

Subject The article considers the issues related to informatization and digitalization in the Russian regions.
Objectives The focus is on a comprehensive study of information technology penetration in Russian regions, state-of-the-art analysis and proposals for further development of informatization.
Methods I apply the methods of systems, comparative, logical, and statistical analyses.
Results The paper provides objective assessments of the status of regional informatization and prospects for its development. I present an organizational and legal model of informatization in the Russian Federation and the rating of regions based on the assessment of informatization level, using the key performance indicators. I also define urgent problems in the industry and possible solutions.
Conclusions When designing a qualitatively new model of socio-economic development of regions, it is crucial to overcome the digital divide, and this should be the major direction on the way to regional informatization in Russia.


The development of tourist information centers in Russian regions

Importance The article considers the development of a system of tourist information centers in the territory of the Russian Federation. This is a topical issue in terms of creating a positive image of Russian regions in the sphere of international and domestic tourism. A system approach to building a network of tourist information centers in Russian regions will help solve the main task of regional policy, i.e. to create conditions for a more effective and harmonious development of regions and growth of well-being of the population of the country.
     Objectives The goal of the paper is to study the genesis of the existing system of tourist information centers in the Russian Federation, and identify opportunities for further improvement with both an institutional and legal point of view and from the perspective of improving the socio-economic impact of tourism.
     Methods Using a comparative analysis and methods of organizational and legal modeling, I analyzed the various aspects of creation and development of tourist information centers in the tourist sphere of Russian regions, including through public-private partnership, and defined the most characteristic features of the tourism economy, where the use of tourist information centers is more effective.
     Results In the paper, I describe the conceptual frameworks and economic and organizational principles for the creation and development of tourist information centers. I consolidate foreign and domestic experience in this subject area; identify different approaches to the organization and evaluation of the generated system of tourist information centers.
     Conclusions I conclude about the need to improve the current system of tourist information centers and assess the potential for its use in Russian practice in modern conditions.


The specifics of using Tax Increment Financing technology for infrastructure project financing

Importance Infrastructure projects make a basis of economic capacity building of the society. Infrastructure project financing is one of the most urgent problems of the modern Russian economy due to intensive growth of social and economic infrastructure in various regions of the country. In these conditions, searches for new sources and mechanisms of project financing, including under public-private partnership, are of special interest. One of such mechanisms is the Tax Increment Financing (TIF) mechanism, which is widely used abroad, but very uncommon in Russia.
     Objectives The main objective is to consider the possibility of using Tax Increment Financing techniques in the modern Russian economic environment. The tasks include the study of foreign experience and analysis of applying the mechanism in Russia.
     Methods Using the methods of comparative analysis and organizational and legal modeling, I examined various aspects of TIF mechanism application within a public-private partnership. I identified the sectors of economy, where TIF mechanism application would be more efficient.
     Results The results include the analysis of foreign experience in using Tax Increment Financing techniques, classification of concession agreements, the structure model of public-private partnership for using the TIF mechanism, the analysis of legal framework for applying the new financial mechanism.
     Conclusions and Relevance I conclude on the need to apply the Tax Increment Financing mechanism in the Russian practice of large-scale infrastructure project financing. I emphasize insufficient enforceability and ambiguous prospects for using the new financial techniques in the modern Russian environment.


Regional issues of social policies

Importance When social policies are planned and implemented, it unavoidably entails some challenging issues, which could be addressed by evaluating economic causes of the current situation and finding appropriate mechanisms to make the decision-making process more efficient. Russia demonstrates the dominance of paternalistic social policies, which engenders common social challenges in the regions, with an ineffective model for finance of social programs being one of the main issues. I believe that there should be regional social policies that meet competitive requirements.
Objectives The research examines the type of regional social policies implemented in the Russian Federation, and multiple social challenges, including finance of the social sector.
Methods Drawing upon methods of comparative analysis and organizational and legislative modeling, I reviewed various aspects arising when regional issues of social policies originate and should be tackled.
Results The research describes the conceptual framework and economic and organizational principles of contemporary social policies of the regions and closely correlates it with respective social issues. I analyze the mechanism for considering socio-economic specifics of regions by determining types of the latter against a number of factors. After the types were determined, it allowed dividing the regions into several groups, which could be ranked in terms of their respective success.
Conclusions and Relevance I conclude that the Russian Federation demonstrates the dominance of paternalistic regional social policies, thus generating the existing system of the social sector finance. The article classifies a set of regional issues of social policies, which are common for this type of relationships, and outlines possible solutions.
