Modern interpretation of the financial system category

Subject The paper investigates the financial system category. The diversity of existing views makes it difficult to understand the essence of the phenomenon in question, because the definitions are often contradictory.
Objectives The aim is to obtain an unbiased and complete interpretation of the financial system term on the basis of analysis and generalization of the definition under review. It enables to organize the content of this term and simplify its use in theoretical and practical research, and to improve the quality of lawmaking and regulation.
Methods The study applies methods of comparative and logical analysis of various interpretations of the financial system category, which allow formulating evidence-based proposals, thus eliminating the gap between the theoretical model and the practical realities of the financial system’s functioning.
Results We review the Russian and foreign scientific literature. The principal difference between foreign interpretations is that the State simultaneously acts as a central link of the financial system and an active participant of the financial market.
Conclusions The financial system is a form of organization of economic agents’ cooperation through money and financial instruments. It is in the condition of evolutionary development.


Modern approaches to the regional financial system category definition

Subject The article addresses the regional financial system category. In modern economic literature, no consensus has been built about the category so far. This is confirmed by the lack of definition in the reference and educational literature; in academic literature the category is a matter of argument.
Objectives The aim is to formulate a definition of the regional financial system that would adequately reflect the nature of the category, based on modern paradigms of regional economy.
Methods The paper employs an analogy method to perceive objects and phenomena on the basis of their similarity with others, and systematization method, enabling to rank different interpretations of the definition, proceeding from modern paradigms of regional economy.
Results Using modern methodological approaches in the regional economy, I analyzed all existing definitions of the regional financial system category and offered an interpretation of the definition under study from the perspective of three paradigms, i.e. a region as a quasi-State, a region as a market, and a region as a society. The paper defines the regional financial system as a form of interaction arrangements between economic agents through money and financial instruments, which has an impact on the level of socio-economic development of the region.
Conclusions The findings may be used by students, postgraduate students and teachers of economic universities, and by other experts in the field of finance and regional studies for further elaboration of the issue in related areas.


Assessment of the impact of foreign economic activity on the Kostroma region's industry

Importance The article deals with the foreign economic activity of the Russian Federation and its impact on the domestic industry. The Kostroma region's industry is a case study.
     Objectives The aim is to study the trends in the industry of the Kostroma region and the influence of foreign economic activity on it.
     Methods For the study, we used a correlation and regression analysis.
     Results We consider a number of indicators in dynamics: the volume of industrial production; share of industrial output in Gross Regional Product; number of companies in different industrial sectors; shipment volume; number of workers and their wages; the export, import and foreign trade turnover of the whole industry. We examined the intercommunication of the Kostroma region's industries and their development, and found a strong relationship between the economic activity and the socio-economic situation of the area, as well as the heterogeneity of effects of foreign economic activity on various sectors of industry in the region.
     Conclusions and Relevance We came to a conclusion that production of the enterprises of the region's wood and steel industries is mainly oriented towards exports; food, machinery and equipment, chemical, agricultural and other products are supplied to the region rather than for export; textile products of the Kostroma region are equally focused on exports and imports. The results of the research can be used by regional authorities in making decisions aimed at supporting industrial complex enterprises involved in global economic processes.
