Company management by key performance indicators

Importance The role and importance of key performance indicators in company operations are strengthening under socio-economic instability, changes in exchange rates, and rising commodity prices.
Objectives The purpose of the study is to explore the nature and role of key performance indicators (KPI) in company management and highlight the most important factors affecting the efficiency of business processes; to classify and review functions of key performance indicators; to develop an employee appraisal system based on key performance indicators for a particular business process.
Methods Using the Superjob portal data, we analyze the use of the key performance indicators system in company activities. The research draws upon the review of relevant economic literature and the method of structural analysis.
Results We describe the role and importance of key performance indicators in improving the company performance; specify the concept of key performance indicator and factors hindering the KPI implementation; define the phases of building the company management system based on key performance indicators. The paper offers an employee incentive program using the key performance indicators for a particular business process, our own technique for calculating performance indicators on the car dealership case, and a scheme of work with KPIs.
Conclusions and Relevance Owing to the use of KPIs, a company has an opportunity to consistently focus its employees and departments on corporate goals, as well as to streamline business processes.

In the article absolute and relative measures of dynamics of foreign investments into the Russian Federation during 1999-2011 are analyzed. The structure of foreign investments by types and industry sectors is shown; the analysis of shifts in structure of foreign investments in dynamics is carried out. In the article the economic nature and essence of the segmental accounting and the reporting within a system approach to management of the subject of managing is considered. The concept of business segment from the point of view of management, marketing and the financial account and the reporting is opened. Concept evolution segmental reporting is considered and the comparative analysis of standards 12/2000 and 12/2010 Information on segments, regulating at different historical stages is made. The example of practical application of the reporting on segments of the modeling enterprise for the analysis of the main segments of business is given.


Managing the development of the aviation cluster in the context of industrial policy of the region

Importance The article examines the development of air transport of Russia in complex economic and socio-political conditions and analyzes the industrial policy at the regional level. As a case study, I use the aviation cluster in the Ulyanovsk region to show the effectiveness of combining the administrative regulation and market self-organization of production systems.
     Objectives The aim of the article is to analyze the actions and results of administrative influence on the economic and territorial aeronautical cluster's development.
     Methods For the study, I used multidisciplinary and statistical analyses.
     Results I considered ways to support the industrial development and investment attractiveness of the region, the efficiency of program-and performance-based incentives and cluster forming approach in the context of regional industrial policy. I prove that the cluster management of an aircraft-building complex of the most important one in the current economic situation. I scrutinize the administrative management of development of the aviation cluster for effectiveness.
     Conclusions and Relevance I conclude that the cluster approach to the management of territorial industrial complexes is replacing the branch administration, and it will be in demand in high-tech sectors of the economy and, in particular, in the aviation industry. For sustainable results of industrial policies in the region in the long term, I propose a complex of legislative, human, organizational and technological measures of support from the Federal and regional authorities.


Housing construction and the prospects for its development in the context of non-optimality of the Russian economy

Importance The article considers the development prospects of housing from the viewpoint of the non-optimality of the economy of Russian regions. The economic imbalances arising due to the high cost of housing growth compared with growth of incomes of the population, as well as the advanced development of housing compared to the social infrastructure of the region are the subjects of research.
Objectives The paper aims to identify the areas of improving the institutional environment in terms of the use of exclusive rights as a means to overcome constraints on the development of housing market and increase the efficiency of housing in conditions of non-optimal economy of the Russian Federation.
Methods For the study, I used methods of normative and positive economic analysis, and an abstract-logical method.
Results I present a list of constraints on the development of regional housing market and certain proposals aimed at the practical use of exclusive rights as a kind of institution of housing development in the region.
Conclusions and Relevance According to the results of the work performed, I conclude that rental deduction for raising the level of optimality of socio-economic development of the region, including housing, is necessary. The results obtained can be used by the public authorities of the region in part to improve housing market regulation mechanisms, as well as by experts studying the issue.
