Culture as a factor of formation of an attractive image of the Russian territories

Importance The development of market relations and increase in business activities encourage strengthening the promotion of the Russian Federation and some of the territories in the international markets of goods and services. In recent years, these functions were primarily the ones of public authorities. While there was no single strategy of promotion, but despite this, over the past few years, the southern regions of the country (Krasnodar Krai, Stavropol Krai, etc.) have come to international markets in addition to the large centers (Moscow, St. Petersburg, Kazan).
     Objectives The objective of the study is to support a promising strategy of forming a positive image of Russian territories on the basis of a cultural factor.
     Methods On the basis of general scientific methods of analysis, I have considered various aspects of building a positive image of Russian territories, and performed their benchmarking.
     Results The study showed that culture is the most promising and effective factor to build a favorable image of the Russian territories. I have reviewed the experiences of the city of Myshkin, the Yaroslavl region, in the process of building a city development strategy rooted in a cultural factor.
     Conclusions and Relevance I came to a conclusion that the problem of forming a positive international image of the country and its territories is a scientific expert task of interdisciplinary research, which requires further study and elaboration of methodological frameworks, based on broad international experience. In addition, a mass visualization of cultural heritage, both the regions and the country, is necessary in the world channels of communication to improve the "photographic" qualities of Russian territories. The rendering process is to be implemented as part of the comprehensive science-based marketing (branding) strategy for the development of the Russian Federation.


Determining the region’s development priorities through economic and mathematical modeling of its economic potential

Importance The article provides a comprehensive and statistical evaluation of factors that form the region's economic potential. The evaluation relies upon correlation and regression analysis and allows developing special-purpose programs for the region's development, rather than making forecast models only, considering the existing economic indicators.
     Objectives The objective of the research is to determine development priorities of the Orel oblast by setting up a multiple correlation and regression model of the region's economic potential.
     Methods To measure the region's economic potential, we applied production, social, and financial indicators.
     Results We figured out what factors laid the basis for the economic potential of the Orel oblast and built a multi-faceted correlation and regression model of the region's economic potential for the 2003 to 2012 period and evaluated its adequacy. It helped determine linear and production factors of Gross Regional Product and consider infrastructure specifics of the area under study. Based on the economic and statistical model, we formulated the key principles of socio-economic development in the Orel oblast for a short-term period.
     Conclusions and Relevance In a short-run, the Orel oblast should retrofit the key production equipment, considering that the return on investment in fixed assets will significantly exceed respective costs. Refurbishment of equipment will require new professional staff, thus creating new jobs and subsequently lowering unemployment. High-qualification personnel will entail an increase in salaries and growth in GRP by 0.34 percent. It will make the work places more attractive and boost demand and the region's economic potential.


The agricultural industry of the region in terms of the sanctions regime: first results

Importance The article deals with the consequences of the ban on imports of some agricultural products in the context of the application of special economic measures to ensure the security of the Russian Federation.
     Objectives The purpose of the study is to identify qualitative and quantitative levels of production of certain agricultural products from the volume of its exports beyond the Volgograd region.
     Methods As the study's methodology, we used a content analysis of statistical and text material, i.e. reports of the Government of the region, the territorial State Statistics Service reviews, magazine and journal articles, and Internet resources data in the study area.
     Results We have analyzed the level of agricultural production in the periods before and after sanctions, as well as the dynamics of export of agricultural products in the similar periods. We have assessed the appropriateness of measures taken in the region to implement the program of import substitution; revealed the dependence of the level of production and export in the context of the restrictions on the importation of products. We also submit recommendations for the further development of the agricultural sector in the region. In addition, we have analyzed the complex of measures implemented in the territory of the Volgograd region to avoid negative impacts from the introduction of a "food blockade", which includes the avoidance of unjustified increase in prices for agricultural products, raw materials and food. We paid particular attention to the issues of import substitution through changes and increased State support measures.
     Conclusions and Relevance The analysis of the import substitution program has to justify the need to strengthen the role of the region's authorities in addressing the priorities of the agricultural sector of the economy. The results of the study can serve as a basis for the implementation of measures of protectionist policies in the agricultural sector, both at the level of individual regions and the country, as a whole.


Social responsibility of regional management as a factor of the sustainable development of Russian territories

Importance The Russian economy's transition to the market development has provoked a sharp reduction of social support for population on the part of the State. The low level of public satisfaction with the living conditions of territories' population has a direct impact on their migratory activity. Areas with low levels of social responsibility to the residents annually lose thousands of skilled personnel. Uncontrolled internal migration of labor and human resources from peripheral regions to big cities ones threatens not only by weakening the competitiveness of donor regions, but also leads to undermining the national security itself, endangering the Russian territorial integrity.
     Objectives The article aims to identify the correlation between the regions' population living standards and the territories' competitiveness. Scientific hypothesis of the study lies in the assertion that the level of social development of territories directly affects the process of retaining and attracting qualified residents, which ultimately is a factor of sustainable development of territories.
     Methods In this paper, using scientific methods, we have analyzed different aspects of social policy of the Russian territories, and carried out their benchmarking. At the same time, the paper has used data from the international rating agencies and regions' statistical data.
     Results We made an analysis of interdependence of the level of the development of regions' social sphere with their level of competitiveness. We have traced the relationship between the population's living standards (quality of life) and the level of competitiveness of the territories as exemplified by international rankings and statistical data of the Russian regions' development.
     Conclusions and Relevance We conclude that in the context of demographic disparities of the Russian regional development, the territorial management, while solving its social function, will help to preserve the country's territorial integrity by attracting and retaining highly skilled professionals (residents).


Tendencies of development of the agro-industry of Russia under the WTO condition

Importance In connection with the accession of the Russian Federation to the World Trade Organization, the problem of development of agro-industrial complex (AIC) of the country as the largest sector of the economy has become highly topical.
     Objectives The aim of the study is the analysis of the current state of the agro-industrial complex of Russia by quantitative measurement of the dynamics of production areas of the agro-industrial complex.
     Methods The authors applied a comprehensive analysis to study the dynamics of the AIC (the imports volume, profitability and the level of production). The study is based on work with periodical printed publications, statistical databases, official documents of the World Trade Organization. The authors used the system approach, the method of comparison and analogies, synthesis of information, statistical and analytical methods.
     Results In the course of the study, the authors have solved the following tasks: assessment of the scope and level of support to the industry by the State and the determination of its validity; identification of sectors of the agro-industrial complex, that accession to the WTO has had the greatest impact; the wording of the necessary aspects of supporting agriculture in the WTO; the final evaluation of the impact of accession to the WTO on the agriculture of Russia. The article substantiates the role of agrarian sector in the economy of the country, which is a top priority to ensure the food security of the Russian Federation. The paper analyzes the current status of the agriculture of Russia. The authors specially assessed the major industry trends under the influence of various factors. The State support measures such as price support, interest rate subsidies on loans, costs compensation, as well as investment in the complex have a high degree of influence on the industry.
     Conclusions and Relevance The practical significance of the study is to use a sound assessment of the impact of entry into WTO on the agricultural sector for the implementation of State support measures. The authors concluded that in some areas of the agro-industrial complex, negative dynamics is observed due to the saturation of the domestic market to foreign agricultural goods, reducing investment support, as well as the use of outdated agricultural equipment.
