Subject The article discusses approaches to defining the concepts socio-cultural environment, socio-cultural potential, and academic environment.
Objectives The research aims to determine the extent to which the academic environment influences the socio-cultural potential of a city.
Methods The research is based on methods of comparative analysis, correlation and regression analysis.
Results We identified factors boosting the socio-cultural potential of a city, i.e. qualities of human resources, interaction of individuals in the society, society and individual (a group), public awareness of socio-cultural phenomena, development of the socio-cultural milieu, social infrastructure. Considering the said factors, we examined the role of the academic environment in boosting the socio-cultural potential of a city, referring to the city of Tomsk as a case in point. We conducted the correlation and regression analysis that describes the socio-cultural potential of Tomsk.
Conclusions The socio-cultural potential of the municipality originates in the academic environment where learning and leisure activities blend. The academic environment has a targeted impact on students, thus making them the basis for the development of the socio-cultural potential.

Importance The article studies the impact of urban infrastructure's development on regional social and economic development.
Objectives The article aims to identify the degree of impact of urban infrastructure on regional socio-economic development. The Tomsk oblast is as a study region. For analysis, the period of 2011–2015 with a forecast for 2016 is considered as a time interval.
Methods For the study, we used the methods of comparative analysis, correlation and regression analysis, and expert estimation.
Results We propose an evaluation system based on indicators that characterize the socio-economic development of the region. We have identified the dependencies between socio-economic indicators and the level of development of individual types of urban infrastructure.
Conclusions and Relevance We conclude that, on average, the region's socio-economic development depends on 90 percent on the level of development of urban infrastructure. It is necessary to take into account the fact of a possible change in correlation of the pairs, as during the time, the pairs can begin correlating in a different way under the influence of economic, social, and political developments. The results of the study can be used to justify the perspective directions of urban infrastructure's development and support the basic methods of formation of regional policies to ensure the socio-economic development.

Subject The article studies the agglomeration processes in contemporary Russia in the aspect of cohesion of socio-economic space.
Objectives The study aims to develop ideas about cohesion as a socio-economic area's attribute, as well as define the role of agglomeration processes in enhancing the cohesion of agglomeration's socio-economic space.
Methods A systems theory, institutional theory, theory of regional economy, theory of spatial development, and the concepts of domestic and foreign scientists in the field of regional development constitute a methodological basis of the research.
Results The paper presents the results of consideration of the theoretical aspects of cohesion of territory's socio-economic area, shows the main attributes of socio-economic interaction that define the social and economic cohesion, and shows the role of the intensification of socio-economic interaction in improving the agglomeration's socio-economic space cohesion.
Conclusions and Relevance We conclude that modern agglomeration processes are caused by formation and build-up of multiple close linkages between the settlements belonging to the metropolitan agglomeration. The level of cohesion of the agglomeration's socio-economic space depends on the degree of manifestation of attributive characteristics of the socio-economic interaction. The framework of the study can be used by the authorities of the Russian Federation at various levels as a methodological basis for formulation of a management policy of agglomeration development, when organizing an effective interaction of subjects of management, as well as by academic institutions studying the related issues.
