Importance This article discusses the problem of involvement of the population in strategic planning in the regions and municipalities of the Russian Federation.
Objectives The article aims to identify a system of tools that allow residents to participate directly in the development of strategic planning documents of subjects and municipal entities of the Russian Federation.
Methods For the study, we used the methods of sociological research, comparative analysis, and qualitative assessment of strategic planning documents.
Results The article finds that the tools used now do not allow for uniform coverage of different population groups. It offers to use additionally various comprehensive sociological researches to considerably improve the situation. A comprehensive sociological research consists of three blocks, i.e. a semi-structured interview with experts, population survey, and public participation.
Conclusions Comprehensive sociological research helps to collect opinions of a wide range of actors and provide a high representativeness of used data for development of strategic documents.
