In the article, by results of the analysis of the current hygienic criteria of intensity and exposition dose of thermal infra-red radiation, the question on system approach necessity to works on harmonization of normative-reference and technical documentation of the Russian Federation in the field of medicine and labor safety is considered. An absence of objectivity and science-based logic at the ascertainment of the working conditions classes on the real examples is shown. The fact excludes a calculation possibility of real professional risk qualitative and quantity indicators, and suppresses a procedure of the differentiated establishment of the admissible seniority in the conditions of a heating up microclimate.

Subject This article determines the Human Development Index (HDI) sensitivity to various social, environmental and economic factors. It identifies critical states in which a given trajectory can actually still be achieved.
Objectives The article aims to form models to assess the quality of life of the population using the adjusted HDI calculated according to our original methodology for the regions of the RF Central Federal District and Tula Oblast. As well, the article intends to define the boundary values of the state and impact factors to follow the specified path.
Methods For the study, we used the principles and methods of systems, statistical, and regression analyses, as well as data convolution and forecasting.
Results The article presents formed linear and non-linear models to assess the quality of life of the population for the Central Federal District regions and Tula Oblast on the basis of statistics for 20042016. The article also shows the results of the comparative analysis of the models obtained and the boundary values of the state and impact factors for the Tula Oblast.
Conclusions and Relevance The models obtained can also be used for a particular region as a tool to shape specific regulations. The models for the Tula Oblast can be considered as a means to optimize management decisions.

Subject This paper studies hardly-predictable factors causing a significant decrease in the regional economic reliability of planned decisions on investment. Such factors arise due to the diversity of local conditions and the level of development of the regions' social structure.
Objectives The paper aims to study the directions of improvement of planning of investment volume in projects at the regional level. It also aims to assess the economic reliability and factor impact on budgetary means usage.
Methods For the study, we used the methods of analysis and synthesis, statistical and cause-and-effect analyses of the business projects material.
Results The paper develops an organizational structure of the investment corporation and enlarged structural and functional model of assessment of the economic component of reliability of the planned decisions taking into account destabilizing factors of project investment. It offers options for the improvement. Also, the paper presents a developed model of level of risk impact on profit indicators.
Conclusions The main destabilizing factors leading to reduction of the reliability of planned decisions in subsystems of corporate structures can be divided into three components: social, organizational-technological, and the economic ones.

In the article dynamics of physiological indicators at impact of production noise and vibration is shown. Pathological changes at external impacts of noise and the vibrations conducting to considerable decrease in hearing and development of a vibration illness are presented. Method of calculation of a dose of noise are given, the table of an admissible experience and the maximum time of harmful effects of noise is developed, the interface of the developed computer program defining safe length of service, replaceable time and number of changes at contact with vibration factors are considered

Subject This article discusses the issues related to the implementation of municipal programs as tools to solve important problems of development of territories, and problems of deductions into the budget of businesses which are engaged in production in territories of several regions.
Objectives The article aims to study the areas of improving the functioning of organizational structures and their reform in order to ensure the implementation of municipal programs.
Methods For the study, we used the statistical and prediction-and-effect analyses of the accounting reports of OAO Tsentrgaz structures as a major business.
Results Based on the study of organizational structures of different type enterprises, the article presents developed algorithms for determining the effectiveness of their activities and reform models using the elements of budgeting and evaluation of the regional contribution.
Conclusions At a certain stage of the regions' development, big business structures have introduced the elements of comprehensiveness when solving various problems of investment, design and construction of facilities. At the same time, the structures of multilevel and multi-purpose subordination and reporting began to dramatically reduce their profitability, which led to the need for reform.

In the article the analysis of the synergetic effects, which appear with the formation of regional clusters in the base of motor transport enterprises is carried out. It is noted the need for the calculation of both the synergy of the potential of cluster and the synergetic effects, which appear with its functioning. The differently directed action of the components of the synergy of the potential of cluster on its effectiveness is revealed. Questions of effective control of cluster and optimization of its organizational structure are examined.
